Achieving an Integrated Force: Breaking Down Barriers to Efficiency

A new approach to data, procurement, and integration for a more lethal Army

CGS’s vision of tripling the Army’s fighting effectiveness by 2030 hinges on achieving unprecedented levels of efficiency, agility, and technological integration. While the current approach to integration has focused primarily on networking systems, this model has reached its limits. As the number of interconnected systems grows, the complexity of maintaining and scaling the network becomes untenable. Sharing data between 100 systems requires 5,000 unique connections. As discussed in our earlier article, The Role of Data in Achieving an Integrated Force the thinking has moved from network connectivity to data connectivity the requirement is no longer to connect the 10,000 separate systems owned by MOD, but to share data between the half a million data nodes – people, platforms, sensors, deciders, and effectors – who will provide and consume data across the defence enterprise

To address this challenge, a transformative solution has emerged: integrating systems at the data layer rather than the network layer. Over the past four years, an SME-led team has developed a data fabric, or Defence Internet of Things (DIoT) that bypasses traditional barriers by enabling data to flow freely between systems. This approach eliminates the isolated "goldfish bowls" of data created by legacy stovepipes, instead creating a unified data ecosystem. The result is an architecture where data becomes the universal interface.

This innovation will revolutionise how the MOD operates, both in the business space/ home base and operations. By providing accessible data across the enterprise, the MOD can leverage advanced technologies like artificial intelligence (AI) and synthetic environments more effectively than ever before:

1.    Enhanced Decision-Making with AI: A data-centric architecture allows AI to process vast datasets at unprecedented speeds. This capability enables early identification of enemy intent, optimises intelligence gathering, and generates faster, more effective courses of action (COAs). Commanders will be able to stay decisively ahead of adversaries, operating within the enemy’s decision cycle.

2.    Operational Planning with Synthetic Environments: Unified data systems enhance synthetic environments, enabling real-time COA generation, iterative planning, and adaptive execution. As battlefield conditions evolve, the MOD will have the tools to adjust plans instantaneously, maintaining momentum and outpacing adversaries.

3.    Streamlined Procurement: By mandating that original equipment manufacturers (OEMs) develop interfaces compatible with this data-centric architecture, the MOD can bypass traditional Prime System Integrators (PSIs). This shift reduces procurement timelines, lowers costs, and opens the door for greater collaboration with SMEs and innovative suppliers.

4.    Integration by Default: The traditional approach has concentrated on providing tracks to the operational G3(Plans) community. The DIoT will provide data, tools, and a revolution in military capability across all staff functions, in all five domains, from the front line to head office, with PAGs, PAIs and allies. This shift will deliver a truly integrated force capable of pulling on all the levers of effect.

The practical implications of this approach are profound, as discussed in Part 3: Revolutionising Defence Back-Office Operations, where we explore how data coherence enhances procurement and logistics. For instance, integrating radar systems across the battlespace could allow commanders to deactivate overlapping capabilities, reducing the risk of detection while maintaining comprehensive situational awareness. Meanwhile, real-time equipment data collected through Health and Usage Monitoring Systems (HUMS) will enable predictive logistics, improving resupply and maintenance efficiency. This data will also feed back into Defence Equipment & Support (DE&S), enhancing future procurement and sustainment strategies.

Adopting a data-centric approach not only optimises resource allocation but also accelerates the adoption of cutting-edge emerging technologies. By transforming how the MOD interacts with data, the British Army can achieve CGS’s ambitious goals without expanding its size or budget. Instead, it will harness the full potential of its existing resources, positioning itself as a global leader in military innovation.

The journey to an integrated force is challenging, but the benefits are clear. By breaking down barriers to efficiency, the British Army is laying the groundwork for a future where data, technology, and agility form the backbone of military success, and where our forces can:
